National Council
National Council meetings open to observers
Resolution 99/09A - Adopted - GSU 1999 Convention
BE IT RESOLVED THAT all National Council meetings be open to Local Observers with voice but no vote.
BE IT FURTHER RESOLVED THAT all members who wish to observe a National Council meeting must so advise the National President at least two (2) weeks prior to the meeting.
BE IT FURTHER RESOLVED THAT in normal circumstances, one observer per Local in the immediate area of each National Council meeting location observers may have their expenses paid by the union in accordance with Regulation 4.

Location of National Council Meetings
Resolution 99/10 - Adopted - GSU 1999 Convention
BE IT RESOLVED THAT our Union's National Council meetings be held in the various regions across the country where we have members (by rotation.)

RVPs and NVPs to attend PSAC Regional Conventions
Resolution 99/90 - Adopted - GSU National Council, November 1999
BE IT RESOLVED THAT RVPs and NVPs be able to attend the PSAC Regional Convention within their respective region.

Accountability Accord
Structure Committee Recommendation 2 - Adopted - GSU National Council, November 2005
The Committee recommends that the incoming National Council appoint a Committee to investigate and develop an Accountability Accord for all GSU elected Officers. This Accord will be presented to the 2007 GSU National Council meeting for adoption and immediate implementation.
The Accountability Accord will ensure that GSU elected Officers, at all levels, are held accountable for the performance of their duties. The Accord will also provide a process to challenge Officers if they are not appropriately performing their roles.

The Finance Committee recommends concurrence in the proposal that the new union have a percentage dues structure.

Allowance for Local Annual General Meetings
Resolution 99/83A - Adopted - 1999 GSU Convention
BE IT RESOLVED THAT an annual allowance of $100 be given to Locals with 100 members or less to offset the cost of an Annual General Meeting. Each qualifying Local must submit a request for subsidy to the National Office.

Donation to the Canadian Labour College
Resolution 99/84 - Adopted - 1999 GSU Convention
BE IT RESOLVED THAT this Union support the Canadian Labour College with an annual donation of $1,000.00.

Area Council financing
Resolution: 02/49 - Adopted - 2002 GSU Convention
BE IT RESOLVED THAT our Component donate one hundred dollars ($100) per year, per Local, to the Area Council to which each Local belongs, with funding to come from unallocated funds.

Two Local President's Council meetings
Resolution 05/19 - Adopted - 2005 GSU Convention
BE IT RESOLVED THAT The National President will convene two meetings of the Local President's Council which will make recommendations to the National Council. The National Council Meeting for that year will be held immediately after the Local President's Council meeting.
BE IT FURTHER RESOLVED THAT one of these two meetings be held two years before the GSU Triennial National Convention and the second of these two meetings be held the year before the GSU Triennial National Convention.

BE IT RESOLVED THAT any union-management agreement on WHS respects as a minimum the common rules established by the CLC.

Typographical and Editorial Corrections
Resolutions 02/30 - Adopted - 2002 GSU Convention
BE IT RESOLVED THAT the GSU National President have the authority to correct these typographical and editorial errors before the By-laws are reprinted after convention, ensuring there is no change to the intent of any By- law.

Resolution 05/37 - Adopted - 2005 GSU Convention
BE IT RESOLVED THAT GSU sets up its Website with an independent server,
BE IT FURTHER RESOLVED THAT GSU create a communication committee to re-design the site,
BE IT FURTHER RESOLVED THAT GSU create a template for Local Website,
BE IT FURTHER RESOLVED THAT GSU will support Locals in their development of Local Websites
BE IT FURTHER RESOLVED THAT the cost of hosting and maintenance be taken from the current GSU budget.
BE IT FURTHER RESOLVED THAT this site will be accessible to our members at work and/or at home.

Technology Resolution
Resolution 05/Late 01 - Adopted - GSU National Council, November 2005
BE IT RESOLVED THAT the GSU ensure that PDF alone not be used as a standard for providing documents on all their web sites, and that GSU support the use of HTML along with PDF as the standard for displaying web content on all their sites and
BE IT FURTHER RESOLVED THAT the GSU use HTML along with PDF as their standard for all internal and external documents including, the content on their component web sites.

Component Diversity Representation
Resolution 99/91 - Adopted - GSU National Council, November 1999
BE IT RESOLVED THAT this Component mirror the efforts of the PSAC; and
BE IT FURTHER RESOLVED THAT a committee be set up to accomplish this task by the next tri-annual Convention.

Men's Action Support Committee.

BE IT RESOLVED THAT Government Services Union recognizes that Men's Action Support Committee (MASC) formerly knows as Men's Committee as an equity seeking group within its GSU EOC structure.

Persons with Chemical sensitivities
Resolution: 05/40 - Adopted - National Council Conference call, October 2005
BE IT RESOLVED THAT the PSAC and GSU set aside specific areas at gatherings for persons with multiple chemical sensitivities to sit in a safe zone should it be required.

GSU Local Development
Structure Committee Recommendation 3 - Adopted - 2005 GSU Convention
The Committee recommends to the incoming National Council that it identify and implement techniques and practices to encourage increased activity in every GSU Local and to increase the number of union activists in every Local.
